No...that isn't a lip-sync, it really does seem to be him. Its a video audition to a Broadway contest called "Give us your voice" (http://www.broadwayworld.com/mermaid.cfm). I found a few other clips of him on youtube doing other Disney stuff, such as the theme from Aladdin, where he sings both the male and female parts himself.

In the early 90s I was a sound engineer for a relatively famous female musician/comedienne (you'd likely know the name if I mentioned it). Her musical "right hand man" was a gentleman that could do similar things with his voice. The two voices worked so well on stage because the fellow could sing a "traditional" male voice and could also reproduce female voice close enough to produce some very sweet harmonies with the star's voice.

I was blown away by this guy. It really is odd hearing a voice like that coming out of a man but dang...he can sing! Judging by the entries on the website, he has a darn good chance of winning the contest too.
